UK Local Authorities Plan to Dispose of Community Hubs and Leisure Facilities to Balance Books

Based on a new survey of local authorities, UK councils are preparing to sell community centers, sports centres, and shopping arcades as they rely on a fire sale of properties to stabilize finances.

Growing Financial Pressures Drive Asset Sales

A coalition of councils for second-tier cities in the UK reported that 60% of councils are intending to dispose of properties to meet the rising costs of social services for vulnerable individuals.

Local governments have previously come under fire for selling public land and land to shore up their finances, but they contend they must proceed to generate essential revenue from property disposals or declare themselves bankrupt.

This coalition said that a significant number of councils attempting to raise money from a quick sale of assets represented “a distinct shift from 2024, when the largest share (six in ten) of municipal officials said they would prioritise restructuring services and utilising financial reserves to manage growing fiscal pressures.”

Detailed Examples of Planned Sales

One local authority in southeast England announced its property management strategy featured the disposal of a shopping centre in Rainham and a social club in Rochester to raise ÂŁ20m over five years.

  • A local golf course and commercial properties owned in two English counties, which all provide rental income for the authority, will additionally be sold under the plan.

Council Tax Rises and Wider Financial Strains

This research of councils in the coalition, which includes several urban centers, further found that more than 70% of authorities will need to raise council taxes next spring to address the rising cost of core provisions, higher levels of homelessness, and a longstanding housing shortage.

The authority said it will press ahead with property disposals after steep rises in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are taking creative strategies but some of these require time to achieve both improved services and financial savings,” said Vince Maple.

He continued: “There are demographic pressures which will continue to add to the strains we have. As a unitary authority, we had a drastic reduction in our central funding from 2010-24, which is very challenging.”

National Trends and Projections

Research of regional authorities recently also found council budgets being stretched by the increasing figures of young people and older individuals needing special educational assistance.

A network of councils said that local shortfalls will reach ÂŁ4.4bn a year by 2029, as they struggle to cope with increased demand.

Government officials have put off planned reforms to the special educational needs framework until next year after a policy document outlining those changes was recently delayed.

Disadvantage and Funding Shortfalls

According to the most recent indices of deprivation (the Index of Multiple Deprivation) for UK local authorities, many participating urban areas were included in the most deprived in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 across the country under the latest deprivation indices,” noted the study.

“Although only one key city is in the top 10 for disadvantaged communities countrywide, urban areas are much more prone to be in the worst-off 20% of England. The figures highlights the scale of challenges facing local leaders across key cities in the next twelve months,” the report concluded.

“Local government leaders have been clear about the need for a fair and sustainable financial structure that reflects and addresses the actual extent of disadvantage and need,” stated Michael Mordey.

“Without this, councils will persist to face difficult decisions around which vital provisions to allocate spend to, and which to reduce, to the detriment of their communities.”

One in five of councils have cut or compromised social care provision in the last year, the study found.
